The article aims to investigate the effects of the Covid-19 pandemic on the conditions of vulnerable people. These issues intertwine multiple aspects related to emergency rules (care needs, health and safety issues, smart working etc.). In the Decrees no. 18/2020 and no. 34/2020 there are some support instruments (such as, for example, the right to smart working in particular conditions of fragility) that will be analysed from a double perspective. The essay intends to highlight the divergences with respect to ordinary legislation and to reflect on the possibility that some of these actions can be considered, also in the post-emergency phase, as strategic to implement the inclusion of vulnerable workers and support the needs of caregivers.
