In light of the transformations taking place, the essay briefly dwells on the sense in which the Italian workers’ statute can still be defined as current. It then focuses on open issues with regard, particularly to the role of the trade unions and collective bargaining in the public sector, also in the light of the crisis generated by the ongoing health emergency. In the concluding notes, the essay analyzes the possible future reforms of the public administration. It identifies in the recruiting policy and in the public management the areas for targeted interventions that, together with organizational changes from the bottom of the public administration, are deemed necessary to guarantee a relaunch of public value production activity.
