This paper examines the evolution of the Government in the labour market reform with regard to the relationship between welfare support provisions and collective dismissals. The legislation has removed some strong protections related to unemployment, such as mobility allowance, which allowed a wide outgoing mobility only partially compensated by the institution of solidarity funds, which implementation is very problematic.
