This paper is a continuation of and supplements the presentation at the conference "Right to Work, Training, and Active Policies in the Double Transition and Collective Bargaining" held in Catania on June 27, 2025. It highlights the impact of the transformations in the workplace brought about by the digital and environmental transitions on continuing education and active labor market policies. It emphasizes the urgent need for public institutions and social partners to effectively implement the right to continuing education, orienting interventions toward providing the skills required by technological and production developments based on forecasts of training needs. It highlights the importance of personalized training, coordinated between institutions and social partners; training that is guided by effective guidance systems recognized by contractual frameworks and actual employment in companies, and certified according to European standards.
The essay takes stock of the innovations introduced in recent years, from the Job Act to the GOL program, highlighting the persistent institutional weaknesses in the governance of active policies and suggesting measures to strengthen the participation of social partners in the management of these policies.
