The paper analyses the participation of the social parties and of organised civil society in the implementation of the Italian National recovery and resilience plan, in particular through the Table of social partenariat, as an example of the involvement of these parties in public policy making. The analyses considers in this perspective the major aspects of the Plan: the instruments of social participation, including the public consultation of citizens, the monitoring of the implementation according to the indicators of the UN agenda 2039, the economic implications of the digital and of the green transitions, the need to conciliate the implementation of the latter with the safeguard of the national industry, the investments in continuous education by public institutions and by social parties necessary to enable citizens and workers to take advantage of the new technologies, the impact of the two transitions on the quantity and quality of employment, the promotion of new forms of public and contractual welfare, the public and social policies to redress structural inequalities.
